Zelensky to send revised peace plan to Washington amid rising tension

Ukrainian President Volodymyr Zelensky says Kiev expects to transmit an updated peace proposal to Washington on Wednesday, as his government continues intensive discussions with the United States and European partners on the framework for ending the war with Russia.

Asked whether the documents had already been delivered, Zelensky responded: “We are working today (Tuesday) and will continue tomorrow (Wednesday). I think we will hand it over tomorrow.” The comments indicate that final revisions are still underway, but that Kiev aims to submit the package within 24 hours.

Ukrainian officials say they are coordinating with US and European partners on three core documents:

A revised 20-point peace plan
Security guarantees for Ukraine
A recovery and reconstruction roadmap
According to Deutsche Welle, Zelensky’s team is still making adjustments at the adviser level, saying “a new, updated 20-point peace plan will be presented to Washington tomorrow. Zelensky says his team is still refining it at the advisers’ level.”

Zelensky: ‘Refined documents’ heading to Washington
Earlier in the day, Zelensky announced on X that the updated materials were nearly complete, writing: “In the near future, we will be ready to send the refined documents to the United States.”
On Monday, he had suggested the package might be ready by Tuesday, saying his government was working intensively on “all components of potential steps toward ending the war.” He added that the Ukrainian and European components were “more developed”, noting that Kiev was prepared to present them to its American partners.

“Together with the American side, we expect to swiftly make the potential steps as doable as possible,” he said.

Trump claims Zelensky hasn’t read our proposals
In Washington, US President Donald Trump publicly criticized Zelensky, claiming he had not reviewed the latest American proposals. In an interview for Politico published Tuesday, Trump also argued that Russia currently holds “the upper hand” in the war.

According to reports, the US proposals include a framework under which Ukraine would cede certain territories not yet seized by Russian forces in exchange for security guarantees that stop short of NATO membership, an arrangement that has intensified debate in Kiev.

Zelensky has repeatedly rejected the idea of handing over any land to Russia. He insists Ukraine has “no legal or moral right” to surrender territory, framing such concessions as incompatible with the constitution and with the principles guiding the country’s defense.
