Germany-Ukraine 10-point defense plan unveiled during Zelensky visit

Germany has announced a comprehensive Germany-Ukraine defense plan aimed at deepening defense cooperation with Ukraine, including joint ventures, procurement initiatives, and investment guarantees. The 10-point plan was presented on Monday during Ukrainian President Volodymyr Zelensky’s visit to Berlin.

The move comes as European leaders signal their long-term support for Kiev amid broader efforts, led by the Trump administration, to bring the war to a diplomatic end.

“A strong Ukrainian defense industry is crucial for defense against Russia’s war of aggression and is an important element of security guarantees to deter future Russian aggression,” the official document stated. The plan aligns with ongoing peace talks and strategic consultations with US envoys.
Boosting defense cooperation, industry ties
The new agreement outlines increased cooperation in defense-related research and development, joint procurement, and possible use of federal investment guarantees to support Ukraine’s defense sector. As Ukraine’s largest European supporter, Germany will explore greater integration of Ukrainian defense manufacturing into the regional defense market.

Key to the agreement is a potential joint procurement of Ukrainian-made defense equipment, including interceptor drones, under the European Sky Shield Initiative, with an eye toward protecting NATO airspace.

The plan also includes regular high-level consultations between the two defense ministries. A liaison office, to be named the Ukraine Freedom House, will be established in Berlin to support cooperation and enhance ties between the two nations’ defense industries.

In parallel, Germany will strengthen its military presence in Kiev by increasing its military attaché team and broadening expert exchanges with Ukrainian counterparts.
Addressing corruption concerns in Ukraine
Acknowledging concerns raised by the West, the plan includes commitments to implement anti-corruption measures within Ukraine’s defense sector. The document references recent developments, including the resignation of two ministers and Zelensky’s chief of staff amid Ukraine’s largest wartime corruption scandal.

Both countries emphasized that the defense partnership must be underpinned by transparency and accountability.

Since the beginning of the war in 2022, the Ukrainian defense sector has gone through rapid militarization and restructuring due to the demands of prolonged combat and the need to integrate with Western military standards.

Berlin’s role in supporting Kiev has significantly evolved since 2022. While it was initially criticized for its slow response, Germany grew to be Ukraine’s key partner across political, military, and financial spheres. Germany has not only supplied advanced weapons but has also coordinated with European allies to make the process of defense and logistics procurement more efficient.
