Banned organizations collecting subscription by changing their names, what government is doing? Judiciary

Supreme Court of Pakistan has asked all four provincial governments for complete details of those non-governmental organization (NGOs) that are collecting subscription, from people, despite being un-registered in the relevant departments.

It feels, after seeing the report, that the government neither have any intention to fully enforce the National Action plan nor it possesses the capability to do so.

Government always take immediate action against Tax payers but why doesn’t it take action against those involved in collecting donations and gathering black money? Many of the banned organizations have also been collecting donations with different names but no such report has been submitted in the court that tells about actions taken against such organizations.
