Eminent Shia Islamic scholar Allama Syed Hassan Zafar Naqvi expressed these views, while commenting on the issues of missing persons.

He lamented that rogue elements take extra-judicial action despite Constitution and laws on the issue.
He said that they violate the sanctity and privacy of citizens, disrespect elders and women and whisk away their youth on front of them.
Allama Hassan Zafar further said that they create an environment of fear so that nobody could dare identify them by name.
He expressed concern that families of victims of enforced disappearance had been running from pillar to post to seek justice.

They want immediate end to enforced disappearance and return of their near and dear ones.
But nobody does justice and their case continues to remain pending.
He said that the issue of enforced disappearance poses serious challenge for the justice system of the country.
