Ayatollah Khamenei outlines general policies for legislation in Iran

The Leader of the Islamic Revolution has outlined the general policies for legislation in the Islamic Republic of Iran, emphasizing that the three branches of the government must plan a time-frame for the actions they take and report any progress made regularly.

The Leader of the Islamic Revolution, Ayatollah Seyyed Ali Khamenei outlined the general policies for legislation in the Islamic Republic in 17 points. Some of them are given below:

(1) Sharia law is the most important source of legislation and all proposed legislation, and amendments to existing laws must be in accordance with Sharia law.

(2) All existing legislation must be ‘assessed and refined’ to make sure that it is in accordance to Sharia law and the Islamic Republic’s Constitution. The necessary legislative tools for guaranteeing the fourth principle of the constitution must be put in place.

(3) All existing legislation must be checked to ensure compliance with the Islamic Republic’s Constitution. No legislation should contravene the Constitution.

(4) Oversight to make sure that all legislation is in accordance with the general policies of the Islamic Republic. The Guardian Council and Expediency Council will cooperate to achieve this goal. The legislative framework to ensure that each and everyone of the general policies of the Islamic Republic is implemented should be put into place.

(5) The limitations and boundaries to the power and prerogatives of the lawmaker (legislator) should be set out clearly, and the law itself should be clear, unambiguous and transparent.

(6) The powers and prerogatives of the Majlis (parliament) to make amendments and changes to existing legislation should be set out clearly.

(7) The powers and prerogatives of the Majlis (parliament) to approve the structure and contents of the annual budget bill should be clearly delineated, including its ability to estimate revenues, expenses etc, in the annual budget.
