Factually speaking, people use this term sabeel in particular for such arrangements which Muslims make during Moharram azadari and Ashura.
The peace committee Lahore met in Shadman Town and made this decision.
Molvi Asmi Makhdoom, Chaudhry Mohammad Arshad Gujjar, Qari Khalid Mehmood, Allama Asghar Arif Chishti, Asif Khan, Kamran Butt and other officials attended the meeting.
They announced setting up sabeels on routes of Moharram azadari processions particularly on Ashura, 10th Moharram.
Particularly, Shia Muslims commemorate martyrdom anniversary of Imam Hussain-led martyrs of Karbala.
Shias hold mourning congregations and bring out mourning processions to mark the anniversary.
Imam Hussain was grandson of Hazrat Mohammad (BUH), the God’s last apostle and Prophet of Islam and the entire humanity.
On the orders of Umayyad tyrant despot Yazid bin Muavia, Kufa Governorate’s Umayyad army had imposed war on Imam Hussain and massacred the grandson of Prophet Mohammad (PBUH) and his relatives and companions.
World history includes this part of history as Battle of Karbala 61 A.H. (After Hijrat-the migration year).
